Mr M P Vijayakumar, an Indian Administrative Services (IAS) officer, serving as a Commissioner of Chennai Corporation, had designed and implemented ABL to good effect in the 264 schools that the local body administered. Mr Vijayakumar had woken up to the shortcomings of the elementary education system during a stint as Collector of Vellore District in North Tamil Nadu in 1993.

For learning to be embedded, it should be driven by the pupils and not teachers. “This is very much our own philosophy” – British High Commissioner Richard Stagg to SSA M. P. Vijayakumar I.A.S. On the implementation of the ABL, ALM methodologies, he said it was an “impressive example of innovative teaching”.

A respected bureaucrat who has served in various departments of the state government for over 33 yrs, Mr M. P. Vijayakumar I.A.S is widely acknowledged as the moving force behind the introduction and implementation of ABL in Tamil Nadu. Passionate about reforming public school education for the benefit of poor and underprivileged children Mr M. P Vijaykumar’s search for an alternative child-friendly pedagogy began in 1994 when as a collector of Vellore district, he set up non-formal schools for children working as bonded labor in the area.

‘அனைவருக்கும் கல்வி’ இயக்கத்தின் திட்ட இயக்குநர் திரு. எம். பி. விஜயகுமார் ஐ .ஏ. எஸ்., இன்று தமிழகம் முழுக்க அரசுப் பள்ளிகளில் படிக்கும் குழந்தைகள் சிரித்தபடி படிப்பதற்கு இவர் தான் முக்கியக் காரணம். விளையாட்டு வழிக் கல்வி முறைக்கு அப்படி ஒரு வரவேற்பு.

தமிழ்நாட்டுக்கு ‘செயல் வழிக் கற்றல்’  கல்வி முறையை கொண்டு வந்தது அனைவர்க்கும் கல்வித் திட்டம் இயக்குநர் திரு. எம். பி. விஜயகுமார் ஐ. ஏ. எஸ் அவர்கள் தான்.

சர்வ சிக்க்ஷ அபியான் திட்டத்தின் சிறப்பு இயக்குநர் திரு எம் பி விஜயகுமார் ஐ ஏ எஸ் வேலூர் மாவட்டத்தின் ஆட்சியராக இருந்த போது , கொத்தடிமைகளாக இருந்த சிறுவர்களை மீட்டு , அவர்களுக்காக சிறப்பு பள்ளிகள் உருவாக்கி, அங்கே பயிற்றுவிப்பதற்கு புதுமையான கல்வி முறையை அறிமுகப்படுத்தினார்.
